- Red bell peppers
- Olive oil
- Frozen cauliflower rice (if you’d prefer to use regular rice, substitute this with the cooked rice of your choosing)
- Garlic
- Yellow onion
- 90% lean ground beef
- Salt and pepper
- Italian seasoning
- Tomato sauce
- Mozzarella cheese (pre-shredded, or you can shred your own from a block)
How To Make Stuffed Peppers Cauliflower Rice (Quick Overview)
The steps below are just a quick overview of how to make the stuffed peppers. The full process in detail is located in the recipe card at the end of the post.

💗 Photo 1: Prepare bell peppers and roast them. I prefer to pre-roast my peppers so the filling doesn’t have to stay in the oven too long and so the peppers are medium-soft in the final dish. Feel free to play around with the roast time at this step if you prefer firmer or softer stuffed peppers.
💗 Photo 2: Sauté garlic and onion in olive oil until fragrant, then add the cauliflower rice. Cook until any extra moisture evaporates so you don’t end up with a soggy filling.
💗 Photo 3: Add ground beef, salt, pepper, and Italian seasoning. Sauté until the beef is browned.
💗 Photo 4: Remove skillet from heat. Stir in tomato sauce and half of the mozzarella cheese.

💗 Photo 5: Fill peppers, sprinkle remaining cheese on top, and roast.
For an extra-gooey melted cheese appearance, hand-shred the Mozzarella cheese instead of using pre-shredded cheese, which contains anti-caking agents that hinder melting. (I used pre-shredded for these photos, as you can see!)

Stuffed Peppers with Cauliflower Rice

Ingredients
- 3 large red bell peppers (destemmed, deseeded, and membrane removed)
- 1 tbsp olive oil (plus extra for baking)
- 1 cup cauliflower rice (cooked, cooled, and drained; OR cooked rice)
- 2 cloves garlic (minced)
- 1 medium yellow onion (finely chopped)
- 1 lb 90% lean ground beef
- 1 tsp salt
- 1/2 tsp pepper
- 1 tbsp Italian seasoning
- 8- oz can tomato sauce
- 1 1/2 cups shredded Mozzarella cheese (divided)
Instructions
- Preheat the oven to 375°F.
- Lightly coat the peppers inside and out with olive oil, then place them upside down on a baking dish or sheet pan.
- Roast for 20-25 minutes until the peppers reach your desired softness. While they roast, proceed with the filling prep.
- Sauté garlic and onion in olive oil until fragrant, then add the cauliflower rice. Cook until any extra moisture evaporates.
- In the same skillet, add ground beef, salt, pepper, and Italian seasoning. Sauté until the beef is browned.
- Take the skillet off the heat and stir in tomato sauce and 3/4 cup of Mozzarella cheese.
- Turn the roasted peppers over and fill them with the mixture. Sprinkle the remaining 3/4 cup of Mozzarella cheese on top.
- Bake for 15-20 minutes until the cheese melts and the stuffing is heated through.
